The Mexican president, Andres Manuel Lopez Obrador, has proposed that a committee be set up “immediately” at the UN to promote dialogue and bring peace to Ukraine, which should be integrated, has been suggested, by the Indian prime minister, Narendra Modi, Pope Francis and the Secretary General of the United Nations, Antonio Guterres. That is the plan that the Mexican foreign minister will transfer to the UN so that a truce is sought in the war “for at least 5 years” backed by a multinational agreement and approved in the UN Security Council as well as the start of talks with the Ukrainian president Volodimir Zelensky and with Putin. In his speech celebrating Mexican independence before the Armed Forces, Lopez Obrador criticized the great powers for not having done enough to avoid that war, as well as preventing Ukraine from integrating into NATO.

Aware that his proposal may be ignored or even rejected by the protagonists he has defined to launch the dialogue towards peace, Lopez Obrador has stressed that “whatever happens, it will never be in vain to fight for justice and peace” .

The Mexican president had announced days ago that his traditional speech before the military parade would refer to Ukraine. And so it has been. His reproaches to “the interest groups positioned in the governmental and economic powers that have led politics towards armed conflict” have also extended to the UN, whom he has accused of “remaining inactive and as if erased, prey to a formalism and political inefficiency that leaves it in a merely ornamental role”. It is not the first time that Lopez Obrador charges against the international organization, especially when the United Nations has condemned Mexico for human rights violations, for example. However, the president considers “even more reprehensible the behavior of the great powers, who position themselves in the conflict only to serve their own interests”, he has criticized.

The presidential speech for the national holidays is part of one of the most cited slogans of the Mexican president: respect for the sovereignty of countries. “The invasion is reprehensible, we do not accept any foreign intervention, because we have been victims of five, one from Spain, two from France and two from the United States that have cost us blood, martyrdom and territory.” For Lopez Obrador, the logical suspicion is that “this war is fueled by the interests of the war industry.” “How does NATO deny Ukraine entry and on the other hand offer it weapons and establish sanctions against Russia that have only aggravated the conflict?” he has wondered. And he has lamented the shortage of energy and inflation that as a result of the conflict is “causing harm to the peoples of the world”, hence his request for a truce, so that peace “allows addressing the lacerating problems of poverty, health and violence and deal with the migratory phenomenon in a humane way”, he added before a prison in which he was accompanied, this Friday morning, by his wife, Beatriz Gutierrez Muller, as well as several of the secretaries of his Government and those responsible for the powers Legislative and Judicial.

On the podium were also the special guests, who this year have been former presidents Evo Morales and Jose Mujica, from Bolivia and Uruguay respectively; Relatives of Che Guevara, the activist Cesar Chavez and Julian Assange, whom he has described as “the Quixote of freedom of expression of our time, unjustly imprisoned.” Lopez Obrador has promised to “continue demanding his freedom.”

The presidential speech was preceded by those delivered by the Secretaries of Public Security, Defense and the Navy, and the National Guard has been the main protagonist of all of them, as could be expected, due to its recent incorporation, with strong controversy, to the secretariat that it directs General Luis Cresencio Sandoval. Some of the arguments for this, such as the incessant militarization of the country to which the security of citizens is now incorporated or a possible opacity to account for its public actions, have been combated by the Secretary of Defense, who has guaranteed that the Coming from the armed forces “will always be attached to the current legal framework, without aspirations or pretensions of any kind other than to serve the country.” “At all times”, Sandoval has said, the fulfillment of the tasks of the National Guard “will be subordinated to the civil power and to the presidential institution”.

The National Guard currently has 118,188 agents, which represents 78% of the total projected for 2024. Sandoval has pointed out that this body has been, by itself, responsible for 56% of the sustained reduction in homicides due to crime organized. 7,380 elements have circulated this Friday in the military civic parade for Mexican independence.

The federal Secretary of Public Security is the department that has lost power over the National Guard. Despite this, the head of Security, Rosa Icela Rodriguez, has expressed her conviction that, under military command, this body “will consolidate its work of protecting citizens.” Rodriguez has praised the security strategy of her government, much reviled by the opposition, who recalls that violence continues at very high levels. In Mexico, around 100 people lose their lives violently every day. In an act of state, such as the one being held today in Mexico, the Secretary of Security has had an eminently partisan speech, praising “the figure of Lopez Obrador, who is growing to add the support of two thirds of the population”. He has spared no adjectives to ardently defend his boss: “He is intelligent, hard-working, tireless, honest and sensitive.”
