The NGO Human Right Watch has called on Thursday for the repeal of the new Russian law that “drastically” expands the legislation on “foreign agents”, describing the measure as a “new attack on freedom of expression.”
“For more than a decade, Russian authorities have used ‘foreign agent’ laws to defame and punish independent voices,” said HRW deputy director for Europe and Central Asia, Rachel Denber.
“This new tool in the already crowded government toolbox makes it even easier to threaten critics, place severe restrictions on their legitimate activities and even ban them. It makes for thoughtful public discussion about Russia’s past, present and future is simply impossible,” he added.
The designation of “foreign agent” continues to be extrajudicial, without the possibility of challenging it in court, denounces Human Rights Watch.
“This new law is a rampant attack on Russia’s civil society aimed at muzzling any public criticism of state policies. It should be scrapped,” Denber said.
The law was approved in July 2022, although it entered into force on December 1. Moscow has expanded the definition of a foreign agent to sanction those who engage in civic activism or express political views “under foreign influence.”
The rule includes prohibitions on joining the civil service, participating in electoral commissions, acting as advisors in environmental impact assessments or donating to electoral campaigns.
In addition, the person remains “affiliated” until two years after the break with the foreign agent, even if the “affiliation” began before the entry into force.
